Newbie trying to identify carlton frame.

I agree on the front fork. I should not use this anymore. And on a closer look it seems that the top tube has a problem as well, however not so obvious. But it has a slight tiny little bent just after the steerer tube/lug.
 
My first impression was that it has had a whack in the front, frame and forks bent. This certainly does not make it unsafe, but should severely limit your expenditure.
In other words, while rideable it's not suitable for restoration.
It's a low end Carlton, probably built with seam welded very cheap raleigh tubing.

I think you'll find your lugs are a little different to the Crespera lugs pictured, yours have little "fishtails" in the centre above the cutout windows. I think the forks are used on other Carlton models also.

They are possibly a bit earlier than Crespera lugs. These were introduced around 1967.

Still a nice old Carlton. Low end or not. Id have a crack at bringing this one back to parade standard.
