Newbie confused: Pace shim and crown race

I have Pace RC36 forks which came with a 1-1/8" steerer. My Orange P7 has a 1" head tube so I have bought a 1-1/8" to 1" shim and a 1" steerer with the ring at the bottom and have now fitted the shim and the 1" steerer to the forks. Once fitted there is 5mm of the shim sticking above the top surface of the fork's crown however I have noticed that the thicker, lower part of the shim sits about 1mm below the top surface of the fork's crown.

So here comes the silly questions......

1. Have I fiited the shim correctly and should the thicker, lower part of the shim sit flush with the fork's crown?
2. Do i need a special sized crown race to fit over the protuding part of the shim as the dimension of the steerer and the protuding part of the shim is now more than 1".
3. If the answer to point 2 is yes how does that work with a 1" headset as the crown race would be bigger than 1"? (I intend using a 1" Campagnolo Record Headset).
4. Do I need a crown race at all?

The bit sticking out is by design, its the crown race shim as part of the crown shim instead of being separate.
 
Thanks ishaw...I am being thick here..does that mean I don't need anything else as the race is actually part of the shim. If this is the case should the thicker, lower part of the shim sit about 1mm below the top surface of the fork's crown or have I fitted it incorrectly.....

You don't need anything else. Just pop on your headset crown race onto it, fit and ride.
