New Project Commuter..but what is it?

Hoping I've managed to secure a bit of a bargain, due to go and pick it up next Monday, so can fully assess its condition and what parts i need,

Going to be built up to create an awesome work commuter and cruising bike, new saddle, tyres and grips already purchased...any ideas what it is?

Well the make is correct...I’ll add that the stem and bars aren’t original and it’s a 1991 model.
