No real code for that green, just go with neon green. I'm sure there is a RAL for powdercoat though...not sure off top 'o' my head..only one choice though for neon.
It's hard to achieve by rattlecan, get powdercoaters to do it, my 2 penneth.

I use fluorescent basecoat, you don't have much choice on colour, mipa sell a neon green.
I used to buy red and yellow fluorescent base and mix orange[red and yellow] and with fluoro yellow and bright blue you got a fluoro green, so you could play with the colour a bit. When I last bought paint though I bought a mipa orange base. it's pretty bright;-)
