mystery titanium - made in Colorado

this is the only pic I have...
Owner says the titanium sticker says "made in Colorado" on it. But there is no badge showing the manufacturer.

Current guess is a Clark Kent, but boy is that titanium logo throwing me off.

this image is terrible, but all I got. Owner was able to help out with the info on the frame decal.

There was a Ti frame builder but I think is was Washington state based, chap called Eric Sampson and his Ti bikes went under the name of Sampson, made by TiSports/Sandvik..... could be wrong but they specialise in polished Ti frames....

I went to inspect the bike tonight.

The welds where inconsistent. Some being high quality and some looking rushed or awkward.
Since talking with the owner its clear that he really does not know the history of the bike, and the stickers could have come from anywhere.

Althought the fork looks like titanium , it is just chromoly/

My guess is it is a late Raleigh sold at a time when they where also exporting some of those titanium Raleigh frames to India under the Hercules name. And looking at pics online it is the closest example to this frame...and in my mind the lowest quality ti available.
