Those descriptions/pics fit with the cable routing, anti-suck plate, long seat tube and rear dropouts. One of the bikes mentioned on mtbr even has a very similar serial number; 3950, also with D under the BB shell.

What to do with it now though? I was planning a modernish rigid/singlespeed build but am having second thoughts after seeing this picture:

Anyone know where I can get some zebra stripe forks?
