Could be quite nice, the parts look to be sachs, but it looks like someone has taken a can of car spray paint to it-stolen at some point in it's history?
There are some good pointers towards quality top end frame on there, like the fact there's no chainstay bridge, no mudguard eyes, and the rear drop outs look brazed rather than tigged.
The seat tube/seat clamp/seat stay cluster is wrong for a ritchey, they use a fastback arrangement where the seat stays form the seat post clamp, but that's not to say it's not a high grade custom frame. For $35 you can't really go wrong though, if it includes those sachs parts then you've recouped the cost!
