Mystery bits

I have just bought an old Cougar frame that has come with some bits that I can't identify.
The main item is the headset which has what I can only describe as a splined nut at the top that looks like a campagnolo bottom bracket shell. Any ideas?

That is the one!!! are they any good? also, what tool would I use to correctly dismantle?
