Force 40 braking system by Cannondale.... But cannondales didn't rust

What is the intended purpose of that roller in the context of a cantilever brake system?

Looks like it is actually a rocker setup

Except the bike isn't a Cannondale. Somebody took a blurry photo of one and made a copy...but got all kinds of things wrong like the shock angle.

#1 looks also a bit like a Schauff.
They had Full suspension bikes from 1992 on. Here is a documentation of their 1993 line up:

Tell you what guys, if the rear shock got sorted, say an inline eye to eye.(immediately improvement of angle) then relish the pivot! A simple bottom bracket type arrangement. No 'hard to procure' bushing system
