Mystery bike - Any ideas?

Forks look like Ti XACD / Sibex / Spicer. One of the most obvious signs of a Ti frame is simply no rust or corrosion despite it being a raw metallic finish.

I have one identical to this, also newly aquired. Any idea of seat post diameter. Does the use post have a shim? If so does it idicate the diameter? I thought 28.6 but it seems to tight on mine so now i'm thinking 28 ish. Can anyone help with this? 27.2 is definatly to small.

My Torus is 30.0mm, it's a slightly later version of this though.
