I've pulled dents out of thin-walled steel tube (not on a bike, in this instance) by brazing a piece of 6mm bar to the centre of the dent and then using another piece of bar with a clearance hole to slide over that against a nut welded on the end. A slide hammer, in other words.

Then either reheat to melt the brazing or cut it off.

Or plug both ends of the tube, fill with oil and pressurise it to push the dent out.
Both these methods work as long as there are no hard-edges creases in the tube - you'll never get those out completely.
