Mounting downtube shifters - compatibility?

I am putting together a 97 Peugeot but hit a problem installing the downtube shifters. As you can see in the picture, there are huge gaps between the washer and the frame but it's as far as I can push them onto the bosses.

The right shifter won't actually stay on because the washer is so far out and in the way, the bolt cannot reach the thread inside the boss. The shifters are Shimano exage 300. Does anyone know if this is a matter of compatibility between the boss and shifters? If so, what type of downtube shifters do I need for these bosses? Or are there ways round this problem so I don't have to buy another set of shifters?

Is the paint stopping the shifters from being fully fitted ? Paint looks pretty new!

Inner section of lever cover looks odd!
 
I've just realised the problem!! Those shifters was originally on a clamp band.

So the fittings which look odd are/should be around the clamp, so you either need to find the correct fittings or buy some levers :(

What speed is the Shimano stuff ? Is it index ?

You need the boss mounts like the ones in the picture below, you might have too get different levers for them though

I've got the right covers now. Mines are 7 speed, interchangeable between friction and indexed. I was too excited to get out on it so I haven't indexed them yet. Are there names for the covers then or are they just braze on and clamp on covers?
