Just picked this up locally. Stem is stuck, and needs a clean otherwise looks good!

I dont mind sacrificing the stem in this instance but its a lot of faff getting the dog end out!

Same way I always do
If truly never moving seized. Cut stem with as much stick out as possible. Remove fork, headset as needed. Heat steerer tube with blow torch, slip joint pliers or mole grips, wriggle and out. Never had one I can't remove.
Edit, to be clear, heat steerer tube where the slug is still seized in.
