Mercian? Please help identify this frame

I have just acquired this 22” frame and I would like any info or help in identifying who may have built it. The frame has a serial number 19955 on the outside of the near side drop out and on the forks. The bottom bracket is made by RGF. The frame is light weighing 1970g and the forks 715g. The pump brackets seem to be stamped and the gear lever boss looks a little high on the down tube.
I would imagine the frame was made in 1955 from the serial number and rear seat stays and fork rake would seem correct.
Any help gratefully received.

I will stand corrected but I do not think it is a Mercian . Lugs do not match any of theirs I have ever seen . Also frame number is in wrong place . Stanp on top of B/B is a clue .
 
I have to agree, sure doesn't look like a Mercian. The RGF on the bottom bracket is of Frence origin IIRC

What is b/b thread ? English , French,Italian my give another clue .

Viking never seem to feature often as a classic lightweight ?

The bottom bracket is an English thread and the seatpost is 26.8mm.
I have been looking at both Viking and Freddie Grub frames, but nothing looks the same.
Any other ideas?
