Manitou suspension forks

Hi can someone tell me exactly what these are. They came off my old bike, I prefer the rigid front so took these off. They've been sitting around for ages seized up. Cleaned them today and they are now moving but not the suspension at it should be. I popped off the tops and there is some old hard green stuff. What am I supposed to do with them to get them working right.

Re:

Unfortunately the MCU inside has disintegrated or turned to soft goo.
Manitou's are really bad for it and it's literally the worst stuff to remove.

What size steerer is on the forks?

Re:

I've seen the thread on here with replacement elastomers. Do they need some other part other than those blocks? The picture on the first page of that thread seems to have some skewer and end pieces going through the bits. My fork is exactly the same but the tubes are empty?..

Thanks so I need any fitting inside or just the elastomer blocks

You won't know for sure until you take them apart and see.
But they're simple forks, and 9/10 times all that's needed are new elastomers and a re-grease with suitable suspension grease.
