Quite tatty, and will need one booster replacing as it's broken. They seem to work fine, but will probably need a service.
TPA adjusters are broken, so these are for someone who likes to fix things...

I know nothing about HS33s so I can't say for sure. But the red dials turn freely. Is there anything else I can check to find out?

They should push the pads out when screwed in, be careful they’re prone to snapping. Basically they push the lever piston further in = the brake pistons move out towards the rim. It’s to account for pad wear and lever feel.
 
Yeah more than likely snapped :-/
It’s common and can be fixed in a few bodged ways.

Like columbo says….just one more thing!

Snapped tpa means this little toothy bit stays put when you turn it either way. A non snapped one will either retract into the lever or protrude further or until the little beggar gives way.
