lugged racer with campy bits - what is this?

Hi everyone, recently I met a fellow cyclist at university and he owns this old road bike. It looks very nice but has perhaps been resprayed at some point, it has very distinctive lugs as well as a heart on the downtube, and it has Campagnolo parts. Could somebody shed some light on this? Who made it, how old is it etc? The owner is an exchange student who will be leaving at Christmas and is unable to take it with him, as it is a large frame, and I have never owned a bike with Campagnolo bits I am very tempted, what should I offer him for it?

I would say early 60's. You have Nervex lugs which everyone and his dog used in the 50's and 60's so without a clue from frame number and head badge spacing could have been built by anyone. I notice the fork does not have a Nervex crown so could be a replacement?
 
Are you sure those are Nervex lugs? Some elements of them look similar but the tube 'extensions' are much fancier. It looks to me as if this might have been a good frame BITD. Pity it's so large though.

For me that is!
 
It looks a bit eastern Europe to me, imitation Nervex lugs, cheap construction, lugs in doorstep mode cheap seat stay caps.. Nothing of class on it that I can see. Could be 1970s.
