Not sure if it’s exactly the same tube set, but I had a Saracen built with an Ishiwata 0245 and it felt pretty flat.
This does look lovely though.

Tbh I know nothing about road bikes but I picked up a couple of mtb frames from the same seller last week and they were pretty decent.
