Left handle pedal keeps seizing/stiffning up

Hi there, I keep having a small problem with my bike

When I brought my road bike I stripped the pedal assembly and regreased all the bearings. I soon found that the left hand pedal was 'stiffer' than the other. It didnt affect my riding, but the pedal would not turn freely without applying pressure. I thought it was because it was an old, cheap pedal so I source a second hand set, stripped and greased them and found the same problem, with the left pedal again

What am I doing wrong? I feel like it might simply be a mistake ive made. Or perhaps the nuts on the left hand pedal tighten when riding the bike and this is the cause?

Id love to find out what the problem is as its starting to annoy me!

It sounds as if you aren't tightening the lock nut/cone properly. Bearing drag will tend to make the LH cone tighten on to the axle and move away from the lock nut if it's not tightened properly. Bearing drag will make the RH cone tighten against the lock nut, so it's more tolerant to being not tight enough.
If the pedals don't have lock nuts/cones, buy some better ones!
