Yeah £800 is a little optimistic

Extended seat tube & cable routing indicate 1993/early 1994, also missing the Dog Collar rear canti hanger.

The stops on the top-tube are for the rear v-brake, both mechs are routed under the BB.

B*gger missed the rear cable stop on the top tube so must be a 1996 as 1997 had top pull front mech.

I think this is a 1996 frame, similar to the one pictured below. They do seem to have made some Hei Heis with the standard Kona top tube style in 1996. I presume you could specify V-stops, since Vs came out in 96 and the frames were locally built.
