Kona sizing....

No, they never stopped making them. Here's a page from the US 1993 catalogue, showing the normal Kona seat tube extension, which the eBay frame also has. From 1994 to 96, they were built with higher top tubes/shorter seat tube extension.

You can't tell the year from the serial, but I could tell if I went along there and measured it.

I agree that I haven't seen many, but they are out there. This one's in Australia I seem to recall.

the really really annoying thing is that I know my old frame is just hanging in someones garage not being used (or with any components on it..) and he wont sell it he just wants it to hang in his garage so he can look at it every now and again... Pointless.

I don't think you need necessarily write off the eBay frame totally, at least as a stop-gap.

If it is a 1993 frame, as I strongly suspect, that means two things. One is that the top tube might be the length of a later-year size 17 - only half an inch longer than the 16 you're looking for. Two is that the 1993 frames were not suspension-adjusted, so if you were to fit a suspension fork to it, you should be looking to fit a shortish stem to regain the handling balance. Add those two things together and you might find you could make a good-handling bike that fits you.

i was going to keep my eye on it to see what it was going for, but I remember originally racing a 17.5 frame (before my 16 arrived) and I spent more time messing with seats and stems than I did riding it... If only we knew then what we do now... would never have handed back that frame, would rather have bought it off them and forgone the sponsorship..
