Kona P2s £20 start or £30 bin off a cindercone so TB?

It's a 1996 fork and if it's off a Cinder Cone it is indeed triple-butted.

I think he must have his measurement wrong, as 4.5" would be an extremely short steerer - suitable for a c8cm head tube, which is shorter than any Kona and very rarely found. Visually, it looks like 5.5", which would be suitable for an 11cm head tube, or Kona size 17 or 18. Might be worth checking that out if you're interested.
 
Are the TBs rare? I have a pair leaning up against the hutch in the kitchen looking somewhat lost.

No, not that rare, at least over here, but definitely preferable to the plain-gauge P2 Sport for cross-country riding.
