I would expect that one of the reasons for the ride not being good is that the 1991 frame geometry is not suitable for such a long fork. It would make good sense to sell it with its original fork, headset and stem. Then it would be a good basis for a rigid bike for a rider around 5-8 to 6-0.

Incidentally, the way Kona did sizing at that time it is a size 18, or medium size.
