F3 looks like 1993 from Fairly factory - so probably a 1994 model.

..and the seat tube is also wrong for a '94..
If the original color description is right, I would say more a '96..

Those dropouts weren't used after 1993, so it's no later than 1993. The serial number confirms the frame was built in 1993 (I don't know how to extract any other information from it). The Kilauea was introduced in '92, and the '92 model was blue/green:

The problem is that the '93 catalogue shows the new taper-tubed Tange Prestige Concept Kilauea frame, making it seem unlikely that a '93-built frame would have the old tubing style, especially when the '93 Cinder Cone used an identical frame. Not impossible though, I guess.

Definitly a Fairly frame from '93 and as all the frames from the '93 line were two tone it must have been previously resprayed before...
As for the color of the '92 Kilauea, all the one's that I've seen are about as blue as blue can get...
