Sorry I checked the dimension and the measurement from bottom bracket to top of the saddle tube is 19".
I rode that bike for years after giving my 19" to my wife because it was too big for me. I was totally fine on the kilaeua which is definitely smaller.
So I think this might be a 19" rather than 18"
Let me know if you need more measurements

I think it may be a 19", the decals are silver ('94) but I'm sure they were bronze in '95
