My thought was Raleigh too, but don’t they have Raleigh embossed on the head of the seat stays?

it does look like an orbit frame but usually they are embossed ORBIT at the top of the seat stays

I think it's a Dawes, not 100% sure, but they did a whole range of reynolds 500/501/531 nd even 653 lugged. Top one was the Edge, this looks handbuilt in the UK to me, probably Reynolds 501...

Hmmm.. or maybe not. The extended seat tube is a bit different. Like it though...
