1993 - Seems this is an 18" (15" C to C and 18" C to top of seat tube)

Prefer collection from Northampton area, would post if needed.

it may well be. It’s 15” C to C and 18” from centre of BB to top of seat tube.

Yes, they are measured to the top of the seat tube.
