It's a 1994 size 19.

I presume that 'seat post has no top part' is a euphemism for 'seat post is stuck in frame'. Having said that, my 94 Explosif arrived with most but not all of an O-Beam stuck in the frame, and it didn't really take all that long to cut it out.
