Well there's a dent in it for starters, probably caused by a crash /the handlebars spinning around and hitting the top tube.
Then there's the plethora of scratches, scrapes and flakey paint, often caused ftom leaning the bike against something Eg bike rack/lamp post /railings, and/or locking it up.
I don't know if Kona paint is particularly bad, not in my experience anyway.

If it were me, I'd be looking to buy with a view to filling the dent and repainting /powder coating the frame, and bid accordingly.
 
Hmm... the kit looks decent might be a good “stripper”?
I lost out on an explosive frame at £75....
I wonder what the forks and cranks might go for

With that tubing it's quite common as it a bit fragile around there. It transitioning from the ovals ends and so not quite round in the first place (it's MaxOR tubing).

I've got one that's been a bit squished and probably filled and them painted at some point , still it been hammered and ridden a lot and not faltered.
Many RetroBike have seen me riding it.

Best to have a look if you ACN to see if the tube is straight*, Thant the important bit


*Annoyingly can be hard to tell with a tube that's constantly changing it shape along the length.
