and tyres are not PIRELLI - they are MICHELIN :lol:
 
l reckon it is a 19" that headtube def looks a bit long to be an 18".
l await Anthonys opinion though as l am often wrong about these things!
 
Lay a straight-edge along the tops of the tyres. If it's a size 18, the line will pass through the centre of the intersection of the top tube with the seat tube.

In this case, the fork has collapsed, so you need to adjust for that in placing the left side of the straight-edge where the top of the tyre should be. The line here passes about an inch below the intersection, so it's a size 19.
