It is a size 18 as stated. It could be ridden by somebody from 5-6 to 6-0, but it shouldn't be recommended for a female below 5-9, as females generally prefer shorter top tubes than same-height males.

I can only think that the seller hasn't done much research, as you would generally expect a 1995 (not 96 as stated) Cinder Cone to make £200 (or more if posted). Nice frame, triple-butted P2, decent kit, it's a good bike, still a bargain at twice his price.
