Identifying lightweight bike tourer possibly late 80's ????

The wrapover and lugs look a bit Carltonesque but never seen that cutout before....

Forgive my newbie-ness ! But what or where is the wrap over? Is it the brazed curved metal band holding the brake cable assy?

Sorry should have explained, the wrapover I am talking about is where the top end of the seat stays curves over the top tube shown in the last 3 photos you posted.

Having seen an almost identical frame and forks on a bike for sale on eBay, I now believe this bike to be a Cliff Shrubb Tourer. The braze on parts are identical, the fork crowns are identical and the brake cable (rear brake) outer brake bridge housing across seat stays is idential as are the rear drop outs....
