Sorry to be a ditz, just got a 'beater' for the lad, curious to know what it may be...pretty heavily powder coated, rear brake cable runs in a channel under top tube...
Peugeot maybe?
(Malliard LF hubs on Champion 'competition' rims)

What is the BB threading? that will at least eliminates some choices...

other than that It's really hard to know, I don't see any distinguishing details, looks to be tig welded, bulky fork crown. Looks like a perfect beater.
 
Are you sure it's TIG welded? I can't see any evidence of weld fillets at all, more like brazed? If it was TIG's, even without filler wire, you'd still see tiny fillets.
 
yeah maybe but he did say that the powder coat went on pretty thick...

Besides is it filet brazed? well no because the joint is way too thin. Do you see a lug? there is something lugesque at the front but nothing at the sat tube cluster. So how is the bike held together? tttt iii ggg...
 
Looks pretty Peugeot-like to me. Would be Carbolite era, I think Peugeots were brazed like that from the mid 80's.
