I've seen a picture of either the same or a very similar bike and I'd hazard a guess it's handbuilt and the tubes were bent before brazing . Why ? just because you can .

Although looking at it a bit closer it's probably been cut and the twisted tubes welded onto the cut lug ends .

As Perry says its a 'just because I can' frame. I've seen it before and it is really clever but I wouldn't want to try riding it

If it had been well executed then it might have been interesting (as wall art) but the tubes have collapsed and kinked and it just looks pretty crap in my opinion.
