Right, micro sims are only for the iPhone 4 and above, all other incarnations of the iPhone used the standard SIM, like you have seen.
You shouldnt need to jailbreak it. On most other phones, O2 and Vodafone are compatible simcards in each others handsets and have been for some time. Same goes for Orange and T-Mobile, but thats another story. What you might need to do, however, is plug the phone into iTunes and perform a factory reset. There is also a chance that this will need to be done on the original computer that is was activated on as they can tell what account the iTunes is registered to. Once it has been reset, you can 'activate' it again on your iTunes with the Vodafone card in it. However, if this still doesn't work, then...
..keep the old simcard in and go to (on your computer, not the phone):

and complete the unlocking form to have it unlocked. You will need to keep the original sim card in there until the unlock is complete (2-3 days, but has been known to be quicker). Mine took about 2 days. They unlock them over the air and, AFAIK, they are the only handset to do this.
Otherwise, the jailbreaking programs mentioned will cut out the unlocking bit, just depends what you would rather do. This is the problem with second hand iPhone's they really should be unlocked before being sold, like I did.
