What about looking in imperial instead of metric.might have more luck.

Or put the 28mm in and use a shim
Shim material has been around for a long time,must come in a range of thicknesses :?

take it to your local brammer(google them) they should be able to match it up
if there is a code on the bearing then it makes things alot easier
