I agree that rear lights can be too bright, but never too many in number.

A mate of mine has an Exposure rear light which is overly bright in my opinion to the point of being very uncomfortable. Sure you can't miss him but when it's dark then any reasonably powerful rear light should be visible. Lights become less perceptible though under street-lights and in built up areas, which is where I suppose added lumens could help.

I usually ride with at least two LED rear lights. One or two on the bike and one on my backpack, with a combination of flashing and constant.

With front lights, even high powered LED or HID lights can be confusing when seen by other road users particularly when it comes to judging distances. Having a helmet light too can help due to the dual light source, but some drivers just don't even consider looking for cyclists.

The no lights at all 'blokes on bikes' should surely diminish due to natural selection...?

Yup... absolutely nothing bright or reflective ... ... ever.
 
One under the saddle, one on the the back of my rack (BS approved), one on the side of my panier rack, one on my crash helmet and one on my bag/rucksack if I'm wearing one. Coupled with a bike plastered in high viz tape I think that's me sorted :D I do look an idiot though.
