I think you should run the experiment on different thoroughfares, streets,main roads :? Though id avoid pedestrian precincts as this may render the experiment void if interrupted.
Perhaps look at times of the day or days of the week.

This is not actually an experiment more a question as to the state of mind of the 'average' that law does not include me motorist :wink: :facepalm:
 
Avoiding knob based gags for the moment, it's not actually illegal to use a mobile phone whilst driving to phone the emergency services...

I doubt most people would really bother to call anyway. Unless the guy in question was hunched over a speeding fist or waving his tackle at a bus queue full of school kids, he's just another dickhead exposing his tackle in the streets. London's full of arseholes that do that sort of thing. Never see the ladies doing it though. :evil:
