Those look like standard Nervex Pro lugs to me: https://classicrendezvous.com/country-of-origin/france/nervex-lugs/

Bill Hurlow may possibly have touched it, but he was known for doing his own lugs so I'm not sure that counts.

Also this is a later Condor logo from the 80s...a further dent to 60s originality.

1962 frame, from the look of the serial. The lugs are definitely standard Nervex, as mentioned, so unless there's definitive proof Bill Hurlow made it (which I doubt), it seems a stretch to describe it as such.

I noticed The Hackney Peddlar currently have a Bill Hurlow Condor up for a mere £3,000. And that one doesn't have the right decals either – in fact the headbadge is also missing but they just put a decal where it should be, which looks a bit naff.

It really is, and even more so when you're asking big money for a bike like that. At least they were good enough to point out the naffness in the photos in case someone missed it.
