You probably figured this out already, but étanche is French for "sealed". That might narrow it down a bit. Could be a Maillard, for example.

thanks Jim--actually i didnt figure out that was a French word--thought it might be a name of some kind---i just thought it was kind of unusual being machined like that and all---good bearings, tight spokes and a nice double wall rim so it will get put to use for sure
 
Maillard hubs normally had logo and type at the middle. They were also polished or painted. Anyway this could be some special model...

Maillard made a lot of different models, from very plain to very fancy. The best had a high polish finish. The cheapest (like those OEM on a lot of early Peugeot mountain bikes) were milled raw. For logos, sometimes yes, sometimes no, sometimes just a sticker.

Having said that, it's true that I haven't seen a Maillard hub quite like the one in the picture.
