Yep, it's a steel frame so it could be repaired. But it hardly sounds like it has been cared for so who knows what other secrets it could be hiding.

I'm thinkin' ye can pick up a good quality, good nick steel frame for far less than it would cost to repair and repaint this one.........

A good welder can fix it???? What replace the head tube? Dont think I would ride that frame...

How about a Chris King ovalized headset? Those work great.
