How do I measure my frame size?

Hi all, this is my first post so go easy on me for asking such a dumb question.

I've got a 1990 Kona Cinder Cone which I don't ride much any more so I'm thinking of selling it. Before I write out a description I was wondering what measurement to give for the frame size. Is it from the centre of the bottom bracket to the centreline of the top tube or is it to the top of the seat tube which protrudes above the top tube. I don't want to describe the bike as being taller or shorter than it really is so any advice would be much appreciated.

Hi. Konas are normally measured to the top of the seat tube. However, I believe in 1990 they didn't measure them quite the same. This is a page from the 1990 catalog in the archives. If you measure the top tube then it should tell you the frame size.

Center of bottom bracket to top of top tube. Be sure to mention that is how you are measuring it so there is no confusion.
