This is true, I'm offshore at the moment so i'm heading down to the workshop to fill my kit bag with loads of threaded bar and a few nuts and some spacers :wink:
 
I made one quite similar to this last week - the bits cost £1.54 from my excellent local nuts'n'bolts store.

I prefer a layer of wood between the washer and the headset cups - I expect metal to metal would usually be ok, but headset cups can be quite light alloy and I guess a steel washer could easily damage them.
