Either, I have shims. I suppose it is just a riser bar but I'm after a particularly high rise, like 50mm.

I had a quick drunken rummage, this was near the top of my bar stash. 650mm long. High rise. Black. A couple of marks that won't be hidden by controls and grips, but very tidy really. 31.8 clamp at stem.
