Help!! Removing Post Office bike chainset

I’m trying to remove the chainset from my Postie bike, the Allen bolts have been removed, so it needs a weirdly small crank puller and there doesn’t appear to be any threads inside the whole. Anyone know what I need to use to get the little rascals off??

Is there anything removable on the other crank? BITD postie bikes were different to stop people nicking them lol
 
When he had an LBS, a mate of mine had the contract for local maintenance of GPO bikes and nothing on them was standard size so that, like Midlife says, naughty posties couldn't pinch anything for their own bikes. Somewhere there must be tools specifically designed to fit? Next time I e-mail him (he's due a contact!) I will ask. He's in North Wales.

Thank you. I’ve ordered a chainset tool but there seems to be 2 schools of thought, the first says that’ll work and the second, that it won’t...

Or gears, chain, bars, stem, seat post, saddle, cables but I do have the frameset and the bl**dy chainset....:) :) :)
