Help needed with '98 SID's

Hi, thanks for looking first of all. I'll get straight to the point, bought some 98' SID's off of a nice gentleman on here around 2 months ago which have had their stanchion boots on since birth, I serviced the forks myself (I am a professional cycle mechanic) took the lowers off and removed boots, replaced oil with recommended quantity and viscosity from fishers, rebuilt forks as per manual and I only get 35mm travel, and as far as my recollection serves me these were supposed to be 63mm ? I also recall that some of that travel was classed as "negative travel" can anybody shed some light onto this for me as I've hit a brick wall with ideas
