Help needed to ID this frame with splatter paint, aluminum

I'd buy it just for the forks and the ATAC stem alone.

Thankfully the frame looks dull and unappealing so you might get it for a buttons.

Are you buying to keep or thinking of stripping and flipping the parts.

My plan is to buy, restore and ride it. Would love to know the frame maker though. Then I could re-sticker it appropriately.

The dropouts seem like they'd help in ID. Flat with the transition into the seatstays. Thanks.

Why would that rule out a DB or Fisher... although it's not a DB. That yellow paint underneath the head stube sticker does look vaguely like the remnants of a fisher sticker (or not).

But anyway I think the key might be the cable guides. The rear Mech looks like it's a replacement compared to the front one and headset.
