What makes you think it's for a 395mm fork ? and is not a suspension adjusted 60mm frame ?

For a 19" frame that a short headtube ? and the effective top tube would then probably be more in keeping at 23-ish"

Good point actually... fired in there a bit didn't - the top tube is 1" shorter than a similar era / sized rigid Sacaren I have here. I'm going to try it with a set of rigid 400mm forks I have here for now (it's given the frame a slightly sloping top tube - the rear of the TT is about 1.5" lower than the front) as I'm thinking of building it up single speed with slicks so no suspension needed - will report back on the resulting - and no doubt lightening quick - steering (with 110mm stem).

Build is looking like it's going to be light blue rigid fork & almost matching blue ano flat bars with mainly black components (rims, headset, cranks, brakes, levers, pedals, stem, skewers) and hopefully some Conti or maybe Schwalbe road tyres, running approx 70" gearing. Without a positive ID I'm happy to keep it brandless, though I may fit some of the Dead Rats decals which Gil M just made up for me
