Help identifying the bike

Can anyone help me identify this bike

4-leaf clover appears on fork. Who uses it?
The setastays see something pantho, but other photos do not have

We need close up pictures of the lug work and the "pant" Also what is the threading? Serial number?

Unfortunately, at this time, these are the only pictures I have.
In the first picture, you can see the seatstays pantho.

Looks like a very elaborate 4 leaf clover on the forks with heart shaped lug cutouts........

I hope tomorrow I get more pictures and thoroughly and see the bike, but it would be good to have more information about it by then.
