Sorry I cant really help much, though the lugs look really familiar. I will have a look about.
That stem looks absolutely mental, like its melted ha ha Also the brake lever placement looks suicidal as well. Oh well enough of my light hearted observations and off to match the lugs, I have seen something recently with those lugs.

Thanks. I've looked everywhere and can't match the lugs. The seat lugs are the most unusual. Have you any idea what the bracket on the rear fork is for?
